Can an engineer be trusted to put his/her tools away??

A discussion we've had several times in talking about implementing advanced tool control systems: 

“If my engineers can be trusted with important maintenance tasks, e.g. remove and replace aircraft parts, how can I tell them that they can’t be trusted to put their tools back?”

Well it's really not about trust as such, this is about this phenomenon called Human Error. Human factors can cause errors in many critical trades, for example a highly skilled surgeon can leave a pair of forceps in a patient!

To answer the afore mentioned question we could draw attention to many examples such as this incident where lockwire was not replaced during maintenance:

As an engineer put it to us once during another discussion:

“An engineer doesn’t WANT to lose his tools, it’s just something that can happen...”
